List webhook subscriptions

GET
/v1/webhooks
Paginated list of the org's webhook subscriptions — the same subscriptions managed on the dashboard's webhooks page. The signing secret is never returned; has_secret indicates whether one is set. Always paginated with the universal cursor envelope (default per_page 25, max 100); the cursor is opaque — clients MUST NOT parse it.
